Hirsch Summary
Can someone who has broken their right arm have their non-Jewish servant, in a place where there are no Jews, affix Tefillin for them? Immanuel Ohab Abendana recommends that the Jew do it himself with his left hand; if that's not possible, the non-Jew may do it for him. The Jew should then recite the blessing. Abendana also permits a non-Jew to be given a Mezuzah if he wants to affix it to his door.
