Hirsch Summary
Someone had a Torah scroll written and placed it in the synagogue without condition or vow. The man became impoverished and wanted to move to another place because he was unknown there and could thus pursue a lower profession without losing anything. He asks the Seminary if he may take the Torah scroll with him, because at his new residence there is a Minyan with him and his household, but no Torah scroll. Moses ben Samuel Israel grants him the right, which could even pass on to heirs.
