Samuel ben Salomo a Catan suggests that if a woman's husband, who lives abroad as a complete transgressor of Jewish law (and where there is no scribe available), refuses to grant her a divorce, the woman should send a messenger to receive the divorce document. The court in the foreign location should also be informed to issue the divorce certificate. As a last resort, he recommends the procedure described by Joseph Karo in his commentary on the Tur.
