A Torah scroll arrives that a few years ago had a torn section at the top, and the tear came down 10 lines, and also came into the letters, and also to one of the holy names. And at that time the scribe repaired it with a patch on the outside in such a way that the tear was no longer visible. And it is not known if he received approval from a Bet Din, or if he did it on his own. And after a few years, there was peeling at the sides of the tear, where it previously was held together with the patch underneath, and the peeling occurred over a few rows, but not on all the rows, and also not on the row with the holy name. And now the scribe wants top know how to fix it.
